The Bell Tower puzzle is a part of the Solved by the Bell side quest. You will get this quest very early into the game. However, the correct time to solve it is after you attend a few classes and master some spells.
The objective of this puzzle is simple, find the two missing bells and lodge them in the correct position. However, the bells are placed well above the ground, and you must find a way to mount them on the tower.
The best way to solve the Bell Tower puzzle is to elevate the bells using the Wingardium Leviosa spell. Once the bell is in the air, use the Accio spell while standing on the other side of the ledge to pull it.
It will take a few tries before you finally manage to mount the 2 bells in the correct positions. However, first, you must learn the Wingardium Leviosa spell by completing the first Herbology class.
The Leviosa Spell
The only way to learn the Wingardium Leviosa spell is to complete the first task of the Herbology class. So, go to Professor Garlick’s class, and take the first assignment.
After you test the Venomous Tentacula and the Mandrake plants in combat, return to the Professor.

How to solve the Bell Tower Puzzle?
After starting the side quest, you must reach the puzzle location to start the trial. You can reach the site by going above the Choir Room in the Bell Tower Wing. This wing is located in the western half of Hogwarts Castle.
Alternatively, you can fast travel to the Bell Tower Courtyard Floo Flame and use the staircase on the right to reach the Eye Chest. Next, enter the doorway ahead of you to reach the Choir Room.
Finally, use the wooden stairs at the back of the room to reach the Bell Tower Puzzle.
Once you reach the puzzle site, use the Revelio spell to reveal the two bells in the area.
Also, examine the Bell Tower to locate the position of the missing bells. To solve the puzzle, first, aim at the bell and use the Wingardium Leviosa to lift it in the air.
Next, climb up the stairs till you are on the same level as the first missing part.
Finally, use the Accio spell while aiming at the elevated bell to pull it toward you. The bell will automatically get mounted on the tower when it gets close enough.
Similarly, the second bell can be found on a landing directly above the first missing bell. Alternatively, you can again cast the Revelio charm to reveal its location.
Once you find the bell, use the Wingardium Leviosa charm to elevate it. This bell must be placed on the left corner of the topmost ledge beside the large bell.
So, use the Accio spell while standing adjacent to the topmost ledge to pull the missing bell. Finally, move to the other side of the stairs to place it into the mount and complete the challenge.
After you complete the challenge, use the wooden stairs to go all the way to the very top of the Bell Tower. You will find a small chest in the room next to a Toad Statue. Interact with the statue to teleport to the balcony of another tower.
