From Pidia
The first merchant who will sell you the Celestial Dew in Elden Ring is Pidia. This merchant can be found in Caria Manor. But to reach him, you will first need to defeat Royal Knight Loretta and gain access to the Three Sisters area in Caria Manor.
Then, you will need to go down the platforms from Three Sisters to meet Pidia. This merchant will sell you the Celestial Dew for 5,000 Runes. He also has plenty of other stuff to sell, such as the Carian Retaliation Ash of War, Black Leather Shield, and Ripple Blade.
From Hermit
